What offer should I make?

Ok so the house I'm interested in is listed for 99,500. It's been on the market for 85 days and has never had a price reduction. It was built in 1950, 3 br and 2 bath with full finished basement. New windows, floors, and roof. Nice deck on the back and about a .25 acre of land. The house is "in town" but I live in a county comprised of 25,000 people so this isn't like some huge or growing area. The tax essment is approximately 63,000. I am not sure what it is appraised at because I forgot to ask the realtor, but will do so tomorrow. Oh yeah, no air and it's electric and propane heat. Any suggestions on what kind of offer to make?
