Why didn't the GOP make abortion illegal since it was decided?

this seems to be an issue that comes up again and again. Why didn't the GOP while it was in power over the last several decades put forth an honest willing effort to appeal to the american voter to repeal or outlaw abortion? Or is calling someone a 'babykiller' a much more effective way of reaching out to those who make that difficult decision?
