Sims 2 - Alien abduction in a custom neighborhood?

I made a custom neighborhood on the Sims 2 and whenever I try to make a Sim star gaze (every single night... all night...) they never get abducted... is using the cheat code your only option to get an alien baby in a custom neighborhood? Because I wanted to make a town without using any cheats...
